In Hamburg wächst der Druck auf den Senat, die Personalsituation in der Justizvollzugsanstalt Fuhlsbüttel zu verbessern. In dem bundesweit bekannten Gefängnis, das unter dem Namen „Santa Fu“ firmiert, ist nach Angaben des Senats fast jede siebte der mehr als 234 Stellen im Allgemeinen Vollzugsdienst unbesetzt. Zugleich liegt der Krankenstand bei über 15 Prozent. Die Linksfraktion in der Hamburgischen Bürgerschaft warnt vor Folgen für Sicherheit und Resozialisierung.
Der justizpolitische Sprecher der Linken, Jan Libbertz, sieht den Strafvollzug in Fuhlsbüttel „personell auf Verschleiß“ laufen. Das sei eine enorme Belastung für die Beschäftigten und verschlechtere zugleich die Situation der Gefangenen, sagte er der Deutschen Presse-Agentur. Die Zahlen stammen aus der Antwort des Senats auf eine Schriftliche Kleine Anfrage von Libbertz.
Besonders deutlich zeigt sich der Druck bei den Überstunden: Im Allgemeinen Vollzugsdienst haben sich laut Senatsangaben in den vergangenen Jahren zwar weniger Zusatzstunden angesammelt, dennoch standen Ende Februar noch knapp 15.000 Überstunden in den Büchern. Nach Darstellung der Linken hat der Mangel direkte Auswirkungen auf den Vollzugsalltag: Fehle Personal, fielen Angebote aus, Aufschlusszeiten würden eingeschränkt, und Resozialisierung bleibe auf der Strecke.
Libbertz wirft dem Senat vor, mit der aktuellen Personalpolitik sowohl die Gesundheit der Beschäftigten als auch einen sicheren, funktionierenden Vollzug zu gefährden und zugleich die Rechte der Häftlinge zu missachten. Die Linksfraktion fordert eine schnelle und strukturell wirksame Entlastung des Vollzugsdienstes.
